Nurses and other UMass Memorial Medical Center staff members who have not been vaccinated against the flu were told this week that they must wear a mask on the job to protect patients from being infected during a hospital stay. Similar or even more stringent policies are in place at some other Massachusetts hospitals, but the change at UMass Memorial has angered some nurses who say the hospital is trying to shame them into getting a flu shot.

''They're just bullying people," said Ellen Smith, who works in intensive care at the health system's university campus. Smith, who was wearing a mask Friday, said she has not received a flu shot during 20 years as a nurse.

The state requires hospitals to offer free flu shots. Employees must get one or sign a form declining vaccination.

Some hospitals approached 100 percent vaccination rates during the 2011-2012 flu season, taking into accountexemptions for medical or religious reasons. The overall state rate for emploees at acute care hospitals was about 81 percent.

UMass Memorial's vaccination rate was 61 percent, one of the lowest in the state.

''I think we have a lot of people who just have concerns about the vaccines or really, I think, don't want anyone telling them what to do and have chosen not to get it," said Dr. Robert Klugman, chief quality officer at UMass Memorial. "Nothing is perfect. Flu vaccination isn't perfect. Masking isn't perfect. But, they're the best things known to reduce the risk of spreading infection."

But the mask "makes your patients afraid of you," Smith said, and there are no such requirements for visitors to the hospital. She said she would stay home if she were sick to protect her patients, but a person who has the flu can be contagious even before they feel symptoms.

Smith is a union representative for the Massachusetts Nurses Association, which has been protesting staffing cuts at UMass Memorial and is in contract negotiations. The union asked the hospital to consider narrowing the policy to require that the masks be worn only within 6 feet of patients, but the administration refused, Smith said.

Worker requirements to protect patients are not uncommon in hospitals, Klugman said. Certain nurses and doctors are required to be vaccinated against measles, for example. Most must have an annual tuberculosis test, and everyone is required to wash their hands often.

''We think it's a reasonable expectation of our staff to meet these requirements to protect their patients and themselves and their families, but primarily we have a duty to our patients," Klugman said.

Klugman said the Worcester health system's vaccination rate has risen above 90 percent this year. UMass Memorial mandates vaccination for doctors, licensed independent practitioners, and medical students, while other workers are now given the choice of a shot or a mask.

Some hospitals in the state require all employees to get the shot, if they do not have a clear exemption. The Massachusetts Hospital Association supports such a policy.

Spokeswomen for Sturdy Memorial and Lawrence General hospitals, two that had near-universal vaccination last year, said they mandate vaccination among employees who work with patients and require those without a flu shot to wear masks throughout the hospital.

「川崎市の認可保育園入園において、いかなる予防接種も強制しないよう求める申し入れ」と再度の質問

　私たちが提出しました、２００３年８月２９日付「川崎市の認可保育園入園における予防接種の強制中止に関する申し入れ」に対し、川崎市からは９月19日付、保育園医部会については９月27日付で回答をいただきました。
現場の職員の対応は「接種をしないと入所させない」ということでしたが、川崎市の回答によれば、「・・予防接種（任意の接種は除く）を受けることについて 勧奨しているところでございますが、これは、予防接種の接種、未接種で、保育園入所を拒否することを目的としているものではございませんので、御理解を承 りたいと存じます。」ということで、接種を入所要件とはしていないと回答されたものと受け止めます。
また、川崎保健部園医会の回答は、『医学的な理由等で、接種できない方以外は、原則として、予防接種（任意接種は除く）は受けていただきたい。これを保育 園医部会の基本的な方針としております。』とされています。これは、予防接種を受けることを望むけれど、予防接種を入所の必須の要件とはしない方針と解釈 されますが、それでよろしいのでしょうか。
　また、『麻疹から子どもを守るのはワクチン接種が一番有効な手段とし、ご自分のお子さんは予防接種で個人防衛してほしい』として接種を勧めています。こ れは、麻疹の予防接種で個人防衛してほしいという一般論ならびに希望を述べられているに過ぎず、川崎市において、すべての法定接種を受けることを保育園の 入所要件としている根拠にはならないと解釈いたします。
　私たちは、川崎市で行われている、「強制接種」という「特別の入所要件」の導入が、川崎市に固有の疫学的調査結果ならびにその検証にもとづく根拠に基づ いた医療行為であるかどうかを問題にしております。そのため、認可保育園の入園児に強制接種を導入した前提（根拠）にはどのような疫学的事実があるのかと いう点について質問しておりましたが、疫学的調査の事実についても調査の有無についてもお答えいただいておりません。副作用掌握の手だてや救済制度の充実 についても何もお答えていただいていません。
　また、質問三の児童福祉法に基づく入所措置の決定基準に違反することならびに思想信条による差別として、憲法違反とならないいかという点、質問四の市民 の意見について聞いたかという点についても回答をいただいておりません。現在、接種対象疾病の中には、病気自体より副作用の危険性の方が高いワクチン（日 本脳炎、ポリオ）や必要性、有効性の面で疑問が指摘されているワクチンも複数ありますが、これらの予防接種を一律に強制することについての回答も全くなさ れていません。
　以上、川崎市で認可保育園を利用する子どもには予防接種が実質的に義務とされていることについてのご回答はきわめて不十分です。現状のままでは、実質的 強制として予防接種法の精神を逸脱して、受けたくない保護者に過度の負担を課すものです。接種を入所要件とした意思決定機関である、川崎市長、川崎市保健 部長、川崎園医会におかれましては、入園における予防接種の強制をしないむね改めて協議の上、公に明言をしていただきますよう強く求めるとともに、以下の 点について再度ご質問いたします。

６．現在、接種対象疾病の中には、病気自体より副作用の危険性の方が高いワクチン（日本脳炎、ポリオ）や必要性、有効性の面で疑問が指摘されているワクチ ンも複数あります。これらすべての予防接種を一律に強制することについて、それぞれの予防接種について必要とされる根拠を示して、見解を明らかにしてくだ さい。

It is back to school time and, once again, there is an epidemic of misinformation about school vaccine requirements.

We have received reports from around the country of schools and the media withholding information about the vaccine exemptions available to families in their state. All one has to do is insert the phrase “no shots no school” into their favorite internet search engine to see the problem for themselves.

When a school or the media uses the expression “No Shots No School,” they not only mislead the public by omission, they place the health and safety of children, who have had previous vaccine reactions or a family history of vaccine reactions, at risk. Misinformation about requirements and exemptions can cause a child, who could have been eligible for an exemption, to be vaccinated with sometimes tragic but preventable results.

Not all children are the same; not all diseases are the same; not all vaccines are the same and not all vaccines are safe, necessary or effective for all kids. One size does not fit all. All families deserve to be told the truth about their rights so they can make voluntary, informed vaccination decisions.

No Shots No School is NOT True

A more accurate expression would be “No Shots or No Exemption, No School”.

Recommendations for vaccine use are issued by the federal government (Centers for Disease Control) but vaccine requirements and exemptions are a matter of state law and, while they vary from state to state, all 50 states have them. It is important to know your legal rights.

• Medical Exemptions: all 50 states
• Religious Exemptions: 47 states
• Philosophical or Conscientious Belief Exemptions: 18 states

We Need Your Help to Fix This Problem

1. Correct the Source - If you see a television newscast, newspaper article, hear a radio announcement or receive a notice from your child’s school containing misleading or incomplete information about vaccine requirements by failing to mention the availability of the vaccine exemptions applicable in your state, please take the two to three minutes to make a quick phone call or send a short email note politely informing them of their mistake or omission and request that they post or broadcast a correction.

Most of the time, the news stations don’t have this information or they are just taking information directly from press releases from pro-forced vaccination medical groups or the health department, where the vaccine exemption information may have been left out intentionally.

Sometimes, it can be helpful to explain that this is important because a child, who has already had a vaccine reaction or has a genetic susceptibility to reactions, may be eligible for a vaccine exemption but ends up being further vaccinated and harmed based on the misleading or incorrect content of their article or newscast.

It is important to be polite and articulate and to provide accurate information. These personal exchanges can and do sometimes shape how vaccine exemption information is represented by that media outlet in the future.

2. Hold Your School District Accountable - Check your school district web site and school registration materials to see if they have exemption information prominently displayed, along with school vaccine requirements. If not, please contact your superintendant’s office and request that they promptly change their web site and printed material to reflect the current state law. You can point them to the state vaccine exemption information on our web site.

Some states, like Texas and Colorado, even have vaccine exemption disclosure requirements in state law. In these instances, a school failing to disclose vaccine exemption information in certain circumstances may be in violation of state law.

3. Share This Information - Please share this information on email lists, social networking sites, blogs, and newsletters. Families deserve to be told the truth about their rights so they can make informed vaccination decisions.

4. Register today for the NVIC Advocacy Portal - Achieving and protecting the right to informed consent to vaccination is more important now than ever before and we need your help to make that happen. NVIC wants to help you, our members and supporters, to organize and make a difference in your home state right where you live to protect and expand vaccine exemptions.

You will also have access to your state team page, which displays your personal legislators’ contact information automatically, and also includes action alerts, legislative bills to watch and state and local announcements.

5. Share Your Success Stories - If you have a success story of getting the media or your school district to include or correct vaccine exemption information, please let us know through the Contact Page of the NVIC Advocacy Portal. Please include links and your contact information. We’d love to compile some of these success stories and share them. We have already heard of some great results in California and Texas!

If many people commit a few minutes at a time to become and stay involved, things can truly change for the better.

6. Report Harassment Stories - If you have been harassed in your state for trying to exercise voluntary, informed consent to vaccination for yourself or your child, please consider sharing your experience so others know they are not alone by posting what happened on NVIC’s Cry for Vaccine Freedom Wall.

予防接種法は１９条１項で国に対し
「国民が正しい理解の下に」予防接種を受けるよう，知識の普及を義務付けています。
国や都道府県・市町村は，予防接種が義務でないこと，
副反応で重篤な被害が出る危険があることも周知徹底した上で，予防接種を推奨する必要があるんです。

それなのに，あたかも予防接種が義務であるかのように「推奨」していることを，問題視しています。　
予防接種は義務でないのですから，「必ず」というのは不適切。
予防接種法に反し、公的機関で「必ず」「絶対」という表現が使われていないかなど要注意。

政府、経済界、学会などが束になって推進する施策に正面から反対するわけで、
ヒト、カネ、モノで圧倒的劣位に立っています。

優位に立つ者（ワクチン推進派など）は、
①徹底的に叩き潰す作戦（大坂の陣作戦）、
②ウチゲバなどの内部分裂により自滅するのを誘う作戦（関ヶ原作戦）、
③ヒトカネモノの供給を遮断し、活動を先細りにさせる作戦（小田原攻め作戦）、
なんかを繰り出してきます。

多角的に物事を検討するという学問の基本中の基本が身についていない、
私的な立場の主張は、相手にしなきゃいいですから、無視して下さい。

私的な発言、書き込みまで闘いの相手を広げることは、相手の術中にはまり、戦力が分散、枯渇し、
兵糧攻めに遭います。
私的な主張はスルーして、公的機関のワクチン強制発言の義務広報などに要注意し、見つけたら教えてください。

定期健康診断の際に，心ない医師や保健師から「どうして受けないんですか？」
